Every wednesday in the standard examiner they send a report on the local waters and what to use. I was just wondering, is this a source to be using?

I'd say that any report is better than none, but fly shops have the best info. by a long shot.

Yes he definately could be. Like when he says "Your boat is on it's way today." or "ALL of our products have a lifetime warranty." Stuff like that

The reports come from different sources. Fly shops, the DWR, etc. I wouldn't put too much stock in them. My experience with that was that the Standard would call someone from I&E and they would wander around the office looking for us fish geeks. They would ask us what we had heard about such and such water. If we didn't know, we would just tell them to put what was in the paper last week.

They can be very acurate as well. Just depends on whether or not the informers have current information. Like any report, read it and try to confirm what you read against other reports.
