Anyone ( Cheech) taken a look at this fly in the May FfF mag.
2 PART HINGED STREAMER- could be a smallie fly or wiper.
Going to tie some just to tie them.

Tied some up- could be a Wiper fly ------------ looks good- like that stinger hook for that style of fishing.
