Concerns that need to be addressed are:

*The impacts on the wildlife range in the area as well as the Middle Fork
Wildlife area that is crucial habitat for elk winter range.

*They should also be concerned about where the water is coming from and the
water quality below the watershed.

*The solitary year-round access to the proposed development is SR 158, a
steep, narrow, winding road often closed by snow removal concerns and
avalanches. The realistic peak traffic capacity of SR 158 would be exceeded
by the traffic generated by the development.

*The cost to Weber County taxpayers to provide fire, ambulance, police and
animal control services to the proposed development. It is proposed that
Weber Co. will be reimbursed by Cache Co. for these services provided to the
development across the county boundaries, since no access road exists on that
side. The reimbursement rates proposed are based on a cost analysis conducted
using services provided to existing, it is proposed that Weber Co. will be

*There needs to be a comprehensive plan for the whole Ogden Valley and
surrounding ski areas, since Snowbasin and Nordic Valley are also candidates
for future development that would also negatively impact the environment and
quality of life in this area.

*In the developer's plant and wildlife studies, they looked for plants last
year at the end of October after the frost, they monitored wildlife for only
two days, and wetlands have not been delineated.

*In a service letter from Questar Gas, natural gas can be provided for the
proposed development, at a cost of $7.8 million, via an 8 inch, high
pressure, 15.5 mile long pipeline through the Ant Flat area of Wasatch Cache
National Forest. Propane is not a safe option for a development of this size.

*Most of the south east corner of the proposed development is adjacent to
forested state lands. Who will be responsible for wildfire related expenses?

*How will the developers control noxious weeds brought in on equipment and in
fill dirt?

*The tiny Powder Mountain Sewer and Water District currently has only 30
connections available to handle sewage, through their four lagoon system (one
lagoon is new this year). An additional lagoon could handle another 75
connections, but this would not be built until revenue allowed.


*May 21, 2002 the Weber County Planning Commission UNANIMOUSLY voted to deny
the rezone with the following suggestions:

Commissioner Osmond moved to recommend denial of proposed rezoning for Powder
Mountain Ski Area to the County Commission based on the concern and findings
of the water situation both the pollutants and contaminants that are going
into Pineview Dam and also the accessibility of water with regard to tapping
into aquifers that are used and may be damaging lower participants? water
usage, that Powder Mountain road is insufficient for a large scale
development at this time.

They believe the County Commission should look at some type of inter-County
interaction with Cache County directly , that the fiscal projections be
looked at and scrutinized carefully, that the County Commissioners research
and examine what will happen to the taxpayers? taxes in regards to funding a
project of this size. Commissioner Holmstrom seconded the motion. A vote was
taken and Chair Ferre said the motion carried with all members present voting
aye.

It will go in no matter what the voters decide here in Cache. Just look at the Logan River Golf Course as an example.
