I will be traveling to Logan for the Instructional Technology Summer Institute Aug. 27-30. I would like to do some fishing while there but will only have odd hours to do it (<8am, >5:30pm). My other problem is that I have only been fly fishing for about 2 months and still have much learning to do. What are my chances of hooking up with someone from that area that knows what they are doing?

Here is what my free [fishing] time looks like during the Institute:

Tues, Aug 27 - 5:30-8:00am
Wed, Aug 28 - 5:30-8:00am
Thur, Aug 29 - 5:30-8:00am
Fri, Aug 30 - 5:30-8:00am, 1:00-whenever pm

Any chance I could hook up with someone somewhere in there?

I never thought I'd be bummed to have dinner provided every night...

I am assuming you are talking 5:30 AM every day, if it is 5:30 pm I am free any day, on Tuesday & Wed.
