I thought it was basically a hares ear, but tied with Wapsi Rainbow Sow/Scud dubbing for the abdomen and thorax. Is there more to it than that?
I have never tied the fly but there was a link to an article posted on this site some time ago I believe.

Do a search on this site or the web for "tungsten SURVEYOR" (though who knows? it'd probably work fine on the Sevier). Lance has already posted the recipe on this website. Basically, it's a flashback beadhead hare's ear tied with rainbow sow dubbing, similar to Lance's rainbow warrior. Bon appetit.

Silver bead, silver wire rib, pheasant tail fibers for the tail. Otherwise, it is as mentioned. A hares ear tied with rainbow sow scud dubbing with a teased out thorax and a pearl flashback.

Lance, what sizes would you recommend for our local rivers?

I'm assuming that it's a standard nymph hook. Thanks Lance.

Thanks Guys. I have actually tied something similar in the past (I just called it a rainbow hares ear) but haven't had any luck with it. I will make the modifications and give it a try.

You can get the recipe and watch him tie it, and 4 other Carpman classic patterns, if you buy the Cache Angler's Tying With The Experts DVD. Lance and 7 other instructors tie 34 patterns on this 2 disc set. All proceeds go to the chapter's education program.
