So a kid walks into a turning rod, knocks it down and puts a big lump in the flex coat on one of the wraps. (flex coat was not completely cured but stiff enough that the lump is there to stay.) Can a guy sand that sucker down and put on some more flex coat?

You might consider carefully lopping that lump off with a razor blade. You can also gently GENTLY apply heat to the wrap, and it will soften enough to wipe off. then just re-apply the flex-coat, and you should be good to go.

If it's that bad just shave the whole thing off....thread and all. Re-wrap your guide and put on a nice clean coat. I've had to do that a time or two.

Yep. To do so otherwise (sanding, shaving, ect.) will result in a wrap that looks like some kind of tumor.

If you have access to a rod turner, use a block of wood with sand paper and sand it down smooth. With a turner it will come out round. Then do another lite coat. It would take about 15 minutes.

Razor it, dude, resist the temptation to lathe the sucker. sure, sanding is possible, but if you nick the thread, I mean even one lil bit, you will have a pock mark, bubble, discolloration, fuzz, ect, and it will look crappy. AND you'll still have a tumor. You can have it re-wrapped and finished in the time you take to sand.
Don't feel bad. I've had to razor more than a few rods, some completely. think of it as a right of passage....
