I want to tie up some flies for my brother for a birthday present. I live on the east coast and never fish out there so I'm not sure what to tie and what sizes/colors he will need. I would like to do a mixture of nymphs and dry flies.
Any seasoned veterans out there willing to give me a hand?

Do you want to just get him some flies that work or would you rather tie something exotic and pretty :)
"They work" list:
*Nymphs-- (greys/dark earth tones, #14-20)
Pheasant tail
Hares Ear
Prince
thread midge pupae
wooley bugger (technically a streamer, but certainly a stillwater 'go-to' pattern) (any color, start at a 10 and get bigger)
*Dry (standard 'lifelike' colors, 12(8 for hoppers)-16(20 for mayflies))
adams
hoppers (yum!)
Elk Hair Caddis
most any Mayfly pattern
"Exotic and Pretty" list:
FlyAnglersOnLine -> Fly Tying -> Fly Archives or http://www.utahonthefly.com/flytying/ and knock yourself out.

What waters does he fish?
If you look at the fishing reports at fishgreenriver.com and wrflyfisher.com, that will give you an idea of some of the patterns that are working now.
In addition to what Blender said:
parachute adams
sparkle duns
griffith's gnats
prince nymphs
royal wulffs
mercer micro mayfly
mating midge
zebra midges
scuds
hoppers
The usual stuff.
However, if he's fishing stillwater, that's an entirely different list.

He lives in spanish fork and I guess there is a coldwater stream that flows down the canyon above it. He was telling me it was diverted from Strawberry resivoir?? That is where he usually goes although sometimes he does the provo river.
Thanks a lot Blender! Some of my flies are in that exotic and pretty list. Are you insinuating that they don't work?

For Dries: Tie up some nice foam golden stone patterns and some hoppers. For Nymphs: Some #10 - #12 stonefly nymphs, GRHE's in #14 to #20, and maybe a San Juan worm or two.
The stream he fishes will fish well with those types of patterns. Plus you can fill a box in no time flat since the flies are a little bigger...

My guess would be Diamond Fork.
I've only been there once, but what really stood out were a large number of stonefly shucks that were attached under a bridge.
